Both parties must apply together in person. A valid photo ID is required. U.S. citizens need their Social Security number. If you were married before, the exact date of divorce, death, or annulment is needed. Under Florida Statutes Chapter 741, Section 741.04, both parties sign an affidavit at the time of the application.

Most Florida counties only have digital records from the 1970s or later. Volusia gives you an extra decade of coverage. Records from before 1965 are kept on microfilm at the clerk office in DeLand. You can request those in person.
Non-residents of Volusia County can also get a license by mail in some situations. This is unusual for Florida. Most counties require both parties to appear at the office. Check with the Volusia County Clerk directly to see if you qualify for the mail option. The license is valid for 60 days under Section 741.041 and can be used anywhere in Florida.
